After six years of investigation, ICC Counsels Dr. Omer Shatz and Dr. Juan Branco have submitted a 700-page legal brief that exposes 122 European Union and Member State officials for their complicity in crimes against humanity committed against migrants on the Central Mediterranean route between 2014–2020.
The filing reveals the structural design and policy-making decisions underpinning the EU’s border regime, which has resulted in over 25,000 deaths and 150,000 forcible transfers of migrants to Libya, where they have been subjected to detention, torture, rape, and enslavement.
The evidence includes:
- Confidential Interviews with 77 senior European officials;
- Minutes of high-level EU Council meetings;
- Dozens of internal reports documenting European complicity in systematic abuse.
